Call for Applications of May 18 Gwangju Democracy Fund Project 2024

 

. Overview

1. Title: May 18 Gwangju Democracy Fund Project 2024

2. Objective: To spread the spirit of May 18 Democratic Uprising to places worldwide where things like collapse of democracy, oppression on human rights and state violence exist and to contribute to the developmental social change of the global community

3. Subject:

- Overseas civil society organizations, NGOs, etc. active in the fields of democracy and human rights

- Organization must have an account for offline banking in the name of the organization or its representative (NO Moneygram, Western Union, etc.)

4. Support: Selected organizations will be supported by the fund to operate the project they proposed.

- The amount is up to 2,746 USD, and there will be three selected organizations.

- The agreed amount will be deposited twice during the duration of the project, after the in-term and final reports.

5. Duration: June to December, 2024 (No extension of the project)

6. Others: The Foundation might support only one or two organizations after the selection process.

 

. Project Details

1. Project Name: May 18 Grassroots Project

2. Organizations active in the following areas can apply

Organizations implementing activities related to the spirit of May 18 Democratic Uprising* (state violence, transitional justice, etc.)

Organizations implementing activities in the fields related to democracy(freedom of speech, support for democratic election processes, civil society based democratization movements etc.)

Organizations implementing activities related to the fields of promotion of human rights (gender equality, children, women, refugee rights, human rights violation monitoring etc.)

* For more information on the idea of ‘spirit of May 18’, please refer to attached file 1(the May 18 Glocal Center international affairs projects).

3. Eligibility: Organizations that work in the fields of above(number 2). and have the following qualifications.

Organizations that do not contradict the purpose of this support project (I-2)

Organizations that are capable of implementing the project itself (no re-commissioning)

Organizations that do not represent the interests of a specific group(e.g., religion, political party, etc.)

Organizations that support this project for the purpose of simple aid, charity or one-time support

Organizations that stay within touch during the project period

The proposed project cannot have duplicated support(The proposed project must not be sponsored by any other funded project)

4. Conditions

- Selected organizations will be required to submit reports twice, and 50% of the amount will be remitted after each report is reviewed. If requested by the Foundation, the submitted documents must be added, corrected, or supplemented.

5. Exclusions about the usage of fund (these should NOT be included in the project budget plan)

- Labor costs for activists (i.e., full-time employees) of the organization

- Expenses necessary for the organizations operation, such as facility repairs, office rent, purchase of office furniture, utilities, etc.

- Consumable expenses not directly related to the project(food, refreshments, drinks etc.)

 

III. Application Procedure

1. Application Acceptance term: May 24th 2024 ~ May 31st 2024 (18:00 KST)

- ONLY the applications within this term will be accepted

2. Documents to submit

- Application form, Organization profile from, and Budget Plan with all the requirements fully completed (Once within the application term)

- Three Weekly reports (Once per week, during 2nd~4th week of June)

3. About submission

- Fill in Application forms and submit to the email address below within the application acceptance term

- Accepted organizations will submit weekly reports once a week for the next three weeks after the application, which will be included in the review and selection process

. Selection Process

- Review for the selection is based on the contents of the submitted documents. Below is the specified criteria.

The potential and expected effect of the project implemented with the support; evaluation of the positive impact the proposed project will have on the target beneficiaries in the future, evaluation of the spreadability and sustainability of the project, etc.

Assessment of the relevance of the project to the May 18 spirit, including understanding and alignment with the projects objective to “spread the 5-18 spirit internationally”

efficiency of the project

15%

Adequacy of the budget, realism and completeness of the project plan

Sincerity of the documents

10%

Completeness of documents, authenticity of contents (verification through the Foundations international network), etc.

 

. Notes

1. Fluent communication with the person in charge of the organization is a prerequisite (email, Whatsapp, Signal, etc.)

2. Funds may be withdrawn in accordance with the committees decision if any of the following occurs during the project

- False facts and fraudulent methods were used during the application process to obtain funding

- Usage of the funds in a way that is inconsistent with the project plan you originally proposed, or if you change the contents of the business plan without any consultation

- Abandonment of the project or failure to start the project within the specified deadline (in such cases, future participation in the Foundations projects may be subject to sanctions)

- Violation of other regulations

3. Unused fund must be returned by the time the project is completed.

4. If you have already received support, you can apply for support again after 3 years from the end of the project.

5. Sponsorship must be clearly stated

- All materials (promotional materials, printed materials, etc.) used in the project must acknowledge the Foundations sponsorship.

 

. Project Timetable (might change accordingly)

- Second week: Start of ‘Call for Applications’

- Fifth week: Submission of Applications

June

- Second week(3rd~9th): Document supplement and start of Weekly report

- Fourth week: End of Weekly reports

- Fifth week: Paper Evaluation and announcement of results via website and email

July

- First week: Making an agreement and start of the proposed project

September

- First week: In-term report submission

- Second week: Report supplement and deposit of the honorarium(50%)

November

- Second week: Final report submission, end of proposed project

- Third week: Report supplement and deposit of the rest of the honorarium(50%)

- Fourth week: Start of Weekly reports

December

- Second week: End of Weekly reports

- Third week: Delivering evaluation results and feedbacks about the projects
